This innovative, statewide approach to grant administration and delivery is being viewed as a model for government officials and planners nationwide. Notably, due to DOE and DCEO support, implementation of the EECBG program in Illinois involved the coordination of at least 25 different government related agencies, including 19 regional
councils of government.
ILARC and its member regional councils were charged with overseeing a competitive application process for units of local government of 35,000 or less in population. Delivery by regional councils ensured that even the smallest counties, cities and school districts received grant funds.
