Regional councils are multi-services agencies which supplement and compliment the services provided by local governments. A unique aspect of regional councils is their ability to serve as comprehensive regional organizations and also to be designated as special purpose agencies, such as economic development districts or area agencies on aging. Regional councils act as the "umbrella agency" for numerous programs. They can sponsor pilot programs and can also operate long-term basic services. Not all services are offered by all regional. The following examples emphasize the flexibility and potential that is available through Illinois regional councils.
